OPERATIONS DIVISION — FIELD MAP
File ID: BAY-LTC-1969-01 / The Letchie
Classification: LEVEL 4 — CONTROLLED

ACTIVE SECTOR DESIGNATION

  • Sector BAY-19 (“Evangeline Parish / Atchafalaya Fringe”)

    • Primary locus of 1969 audio-tape recoveries.

    • Dense swamp canopy disrupts aerial survey; ground ingress limited to pirogue or fan-boat.

    • Local cover story: “elevated gator density” → area marked as restricted hunting zone.

SECURE SITES

  • Site BAY-19A (Field Listening Post)

    • Established 1970. Purpose: monitor anomalous acoustic events.

    • Equipment: parabolic mics, reel-to-reel archive deck.

    • Staff rotation suspended after unexplained humming recorded on inactive channels (Jan 1971).

  • Site BAY-19B (Containment Dock / Staging Area)

    • Converted fishery building at edge of parish.

    • Serves as debrief, specimen freezer, and forward logistics hub.

    • Civilian cover: “wildlife research center.”

ANOMALY HOTSPOTS (REDLINED ZONES)

  • Lake des Cendres Backwater

    • Location of Evie and Isaac’s last recorded tape.

    • Multiple drownings reported; local families attribute to “bad currents.”

    • Hydrophones pick up low-frequency hums every solstice.

  • St. Landry Spillway

    • Reports of “singing” from water gates during flood season.

    • Engineers dismiss as turbine resonance; D.A.P. analysts note anomalous harmonics align with recovered Letchie hum.

  • Old Cypress Hollow (“No Man’s Canal”)

    • Used in failed bait/tether experiment (1971).

    • Patrols suspended after Agent ████████ reported hearing his deceased wife’s voice.

STATUS

  • Sector BAY-19 remains classified as Active Anomaly Zone.

  • Public access discouraged under guise of wildlife protection order (renewed every 3 years).

  • Recommendation: maintain listening post presence but suspend further baiting experiments until identity predation mechanism better understood.

    SECTOR BAY-19 — STATUS SUMMARY

    • Designation: Evangeline Parish / Atchafalaya fringe (primary 1969 incident zone).

    • Access Level: Restricted. Civilian ingress prohibited without state permits (all such permits reviewed by D.A.P. front offices).

    • Cover Narrative: Area declared “unstable wetlands and alligator preserve” in 1970; posted signage and warden patrols discourage trespass.

    CONTROL MEASURES

    • Perimeter: Informal exclusion zone ~3 km radius around Lake des Cendres backwater. Posted fencing and “flood risk / unstable ground” markers along main access roads.

    • Monitoring: Minimal overt presence; acoustic sensors embedded along canals. Rangers (D.A.P. cover operatives) log seasonal drownings as “boating accidents.”

    • Public Suppression: Local drownings attributed to high gator density and unpredictable currents. Articles in regional press quietly spiked or reframed.

    FIELD DIRECTIVE

    • No unauthorized entry after dark.

    • No vocal playbacks or use of loudspeakers in active zones.

    • All staff instructed to avoid speaking personal names aloud in sector.

    • Civilian encroachment resolved via wildlife enforcement cover. Repeat trespassers flagged for surveillance.

LOUISIANA DEPARTMENT OF WILDLIFE & FISHERIES
PUBLIC SAFETY ADVISORY — EVANGELINE PARISH

      Effective Date: June 1, 1970
      Notice ID: #70-CEN-19

Due to unstable wetlands, shifting currents, and elevated alligator activity, the following areas are CLOSED TO PUBLIC ACCESS until further notice:

      • Lake des Cendres Backwater

      • Old Cypress Hollow Canal

      • St. Landry Spillway Floodgates

These closures are instituted for public safety and ecological protection. Trespassing in restricted zones may result in fines up to $500 or suspension of hunting/fishing licenses.

      Be advised:

      • Recent drownings have been attributed to hazardous undertows and unexpected water level fluctuations.

      • Local folklore regarding “singing waters” or “whistling trees” should be disregarded as rumor.

      • Night boating in adjacent canals is strongly discouraged.

For questions or permits related to research, please contact the regional Wildlife & Fisheries office in Baton Rouge.

Stay Safe. Respect Closures. Protect Louisiana Wildlife.
