DEPARTMENT OF ANOMALOUS PHENOMENA
CLEARANCE PROTOCOLS / TRAINING MANUAL — CASE WRD-66
Classification: LEVEL 5 — RESTRICTED
Distribution: Authorized Personnel Only
SECTION I — OVERVIEW
Subject of Concern: POI-AND (Father Andrew ██████)
Originally deployed 1999. Recovered 2025 at California desert perimeter adjacent to WRD-66 shroud.
Exhibits cyclical reappearance phenomenon: emerges into present for 1–4 weeks, vanishes, reappears at pickup site with no memory of absence.
Memory restricted to personal name. No knowledge of priesthood, Vatican mission, or anomaly contact.
Considered living tether to shroud loop.
Operational Priority:
Stabilize subject during observation window.
Convey critical contextual information without destabilizing cognitive state.
Test controlled interventions for potential loop break.
SECTION II — CLEARANCE LEVEL CHART (ABRIDGED)
LevelTitleAccess Authority0CivilianNone. Subject remains unaware of D.A.P. presence.1RestrictedLogistics staff (transport, housing). Limited contact with POI-AND.2ConfidentialJunior Agents / Technicians. Authorized to monitor subject, deliver “cover” orientation.3ControlledSenior Agents / Specialists. Authorized to disclose selected case facts to POI-AND.4ClassifiedCase Officers / Research Division. Authorized to administer experimental loop-break protocols.5+Restricted / Eyes OnlyDirectorate / Oversight. Approves all interventions beyond passive observation.
SECTION III — DO NOT LIST (FIELDWORK)
DO NOT attempt to restore full memory in a single session. Fragmented memory = destabilization.
DO NOT allow subject unsupervised access to cassette artifacts. Exposure risk: rapid contamination.
DO NOT reference Sebastian or Silas Reed by name without Directorate approval. Triggers confusion → collapse response.
DO NOT promise permanence. Subject will vanish without warning. False reassurance undermines trust.
DO NOT attempt physical restraint at moment of disappearance. Previous trials caused injury without preventing reabsorption.
SECTION IV — ORIENTATION SCRIPT (FIELD DEPLOYMENT)
When POI-AND reappears, use the following controlled orientation script (Level 2 access personnel):
Grounding: “You are safe. It is [current year]. You have been away for some time.”
Identity Confirmation: Present mirror, ID card with name. Reinforce subject’s recognition of self.
Context: “You were part of an investigation. Something happened, and you returned here.”
Directive: “Your memory may not hold. That is not your fault. We are here to help you understand each time.”
Agent Comment (Field Log 07/21/25):
“Feels cruel repeating the same script every cycle, like talking to someone half-asleep. But it’s the only way he doesn’t spiral.”
SECTION V — LOOP-BREAK STRATEGY (ONGOING)
Research Division hypothesizes loop may be disrupted if POI-AND achieves sustained continuity of memory across multiple emergence cycles. Current trials:
Incremental Anchoring: Provide subject with small, repeatable sensory cues (object, phrase, symbol) at each cycle.
Result: Partial recall of a matchbook provided; subject retained for ~36 hours before collapse.
Temporal Marking: Assign subject to maintain dated log entries each day of observation window.
Result: Logs persist physically, but subject denies authorship upon re-emergence.
External Narrative Reinforcement: Reading him “his own” dossier excerpts.
Result: Induces agitation; subject insists, “That’s not me. That’s written.”
Researcher Note: “Every time he pushes back against the story, it’s like the shroud grips tighter.”
SECTION VI — SECURITY DIRECTIVES
Subject housed at Site-12B Quarantine Wing. Surveillance continuous, analog backup mandatory.
Disappearance events to be logged as Reabsorption Events. Reappearance logged as Spill Events.
Civilians encountering subject during emergence windows to be memory-screened, relocated as needed.
Field teams to be rotated every 14 days to reduce narrative drift contamination.
SECTION VII — FINAL ADVISORY
Andrew is not an intruder but a drafted page caught between margins. Personnel are instructed to balance compassion with caution.
The Directorate reminds all agents:
The goal is not to “save” POI-AND. The goal is to learn if the loop can break.
Do not forget which story you are inside.DEPARTMENT OF ANOMALOUS PHENOMENA
CASE WRD-66 — FIELD TRAINING Q&A (APPENDIX)
Classification: LEVEL 5 — RESTRICTEDQ1: What happens if we tell Andrew the full truth right away?
Answer: He rejects it. Attempts to explain 1999, Sebastian, or Eden cause agitation, confusion, and eventual shutdown. In some cycles, early exposure accelerated disappearance. Orientation must remain incremental.
Analyst’s Note: “Think of it like handing someone all the pages of a book at once. He drops them. Better to pass one line at a time.”
Q2: What if he remembers something on his own?
Answer: Allow it. Do not confirm or deny beyond controlled script. Log exact wording. Memory flashes are rare and may indicate breach points. Do not encourage further recall without Research Division clearance.
Q3: Why can’t we restrain him during disappearance?
Answer: Reabsorption is non-physical. In prior attempts, restraints held but subject’s body glitched through material—resulted in compound fractures with no interruption of event. Injuries disappeared upon next re-emergence, but trauma persists in medical logs.
Q4: What if he asks what year it is?
Answer: Tell him the truth: “It is 2025.” Reinforce that he has been “away for some time.” Avoid elaborating unless instructed.
Q5: What if he asks about Sebastian?
Answer: Do not volunteer. If pressed, respond: “He is not here.” Expanded detail risks destabilization. Subject has never successfully retained information about Sebastian across cycles.
Field Agent Comment: “Every time the name slips, his face goes white. Like he half-knows he left someone behind.”
Q6: Could he help us break the loop from inside?
Answer: That is the operational goal. Current hypothesis: Andrew may serve as anchor if continuity of memory can be stabilized across multiple cycles. Until then, his role is observation vector only.
Q7: Why keep trying if every cycle resets?
Answer: Directorate assessment: even a small fracture in shroud continuity may destabilize EDN-01’s control. POI-AND represents the only known tether between loop and present. Abandonment = forfeiting sole experimental access point.
Q8: What do we call his disappearances and returns?
Answer:
Reabsorption Event = Subject vanishes, pulled back into shroud.
Spill Event = Subject reappears, found at pickup site.
Use only these designations in official logs.
Q9: What’s his weakness?
Answer: He has none in the anomalous sense. But note: he trusts. Repeatedly. Every cycle, he looks at us like strangers who might help. Do not weaponize this. Compassion is protocol, not indulgence.
Senior Agent Note: “He is not a monster. He is the wound the monster left.”
Q10: What if the loop pulls one of us in?
Answer: Immediate extraction order. Quarantine for 30 days. Directorate has not authorized intentional entry into shroud. Volunteers will not be accepted.
Reminder:
The objective is not to convince Andrew. It is to catch him up enough to try again. Each cycle is a test. Each cycle is also a risk.
