SECTION I — CLEARANCE LEVELS & AUTHORITY
Level 0 — Civilian:
Unaffiliated. Zero access.
Level 1 — Restricted Staff:
Custodians, drivers, clerks. Permitted only in non-sensitive facilities. May not access archives, surveillance logs, or anomalous materials.
Level 2 — Confidential:
Recruits, junior analysts, technicians, Field Agent I. Permitted routine assignments under direct supervision. May read redacted case files, handle non-memetic artifacts, and operate remote surveillance feeds.
Level 3 — Controlled:
Senior Agents, Case Officers, Specialists. Granted partial access to live operations. May conduct in-field interviews, handle Class I–II artifacts, and contribute to interdivisional research.
Level 4 — Classified:
Containment Leads, Medical/Research Directors. May authorize passive or direct containment. Full read of ARCH-DANTE-01 and related cycle files. Clearance to review redacted material with Directorate approval.
Level 5 — Restricted:
Regional Commanders, Division Directors. Access to all anomaly case files. May initiate or halt field operations. Authority to redact.
Level 6 — Eyes Only:
Central Director & Oversight Command. Strategic control. Knowledge of meta-level anomalies [████████████████████].
Level 7 — Directorate:
Shadow Council. Global policy setters. Names sealed, not to be spoken in field reports.
SECTION II — “DO NOT” FIELDWORK LIST
Do Not Attempt Containment
ARC-VIRGIL-01: Subject uncontainable; disappears from line-of-sight without trace.
ARC-BEATRICE-01: Civilian reincarnate. Do not interfere with daily life; observe only.
ARC-DANTE-01: Passive surveillance only. Do not engage in direct dialogue beyond scripted cover.
Do Not Speak / Write
The term [███████████████] overheard from Dante and Virgil (“The Fates”) must not be transcribed unredacted. Automatic system scrubbing applies.
Civilian press, academics, or clergy must not be briefed on anomalous entities under any circumstance.

SECTION IV — SIMULATED FIELD SCENARIOS
Scenario A: ARC-DANTE-01 notices surveillance operative
Trigger: Subject makes direct eye contact or addresses operative.
Protocol:
Remain in civilian cover role (e.g., tourist, staff, passerby).
Do not acknowledge familiarity or history.
If approached, respond in noncommittal terms. Example: “Sorry, thought you were someone else.”
Break line-of-sight within 90 seconds; redirect to alternate agent.
Notes: Dante’s memory of agents is inconsistent. Some logs suggest he recognizes faces across decades; others suggest total oblivion. Assume awareness is partial.
Scenario B: ARC-BEATRICE-01 initiates conversation
Trigger: Civilian reincarnate greets or engages operative.
Protocol:
Respond courteously within cover role only.
Do not reveal ongoing surveillance.
Record language, tone, and body markers in post-shift log.
Do not form attachments — see Soap Opera Effect memo.
Notes: Beatrice consistently appears unaware of prior incarnations. Any suggestion otherwise must be redacted and escalated.
Scenario C: ARC-VIRGIL-01 addresses operative directly
Trigger: Subject speaks to operative by name or in apparent awareness of surveillance role.
Protocol:
Do not respond verbally.
Maintain calm demeanor, avoid sudden movement.
Record full sensory detail post-contact.
Withdraw to secure zone within 5 minutes.
Notes: Virgil has named agents who should have been anonymous. Directorate advises assumption of total awareness. [██████████████████████]
Scenario D: Civilian witnesses anomaly
Trigger: Local population notices Dante, Beatrice, or Virgil behaving anomalously.
Protocol:
Deploy standard cover (historical reenactment troupe, film shoot, religious procession).
Extract civilian testimony immediately; redact via Class-II memory conditioning if available.
File testimony under “Ambient Folklore.”
Notes: Many “legends” of the lovers and the “shadow man” trace to failed cover stories. Directorate uses these to muddy public record.
Scenario E: Subject mentions [███████████████] (The Fates)
Trigger: Any reference overheard in field audio or live observation.
Protocol:
Do not transcribe unredacted.
Tag audio with “white bleed.” Submit directly to Level-6.
Maintain outward composure; do not reveal recognition.
Notes: Equipment failures expected. Reels bleach; servers desync. Accept data loss.
